Scorpio is where the year stops being pleasant about decay. A planet here has no use for the surface of anything: it wants the mechanism, the motive, the part nobody says out loud, and it is willing to be uncomfortable to get there.
Traditionally ruled by Mars (desire and will, turned inward and held) with Pluto assigned later for the same reasons. Fixed water holds its shape and its temperature, which is why Scorpio placements are so difficult to move and so good in a crisis. The shadow is control: knowing what is really going on is a kind of power, and power is hard to hand back.
