Scorpio is where the year stops being pleasant about decay. A planet here has no use for the surface of anything: it wants the mechanism, the motive, the part nobody says out loud, and it is willing to be uncomfortable to get there.
Traditionally ruled by Mars — desire and will, turned inward and held — with Pluto assigned later for the same reasons. Fixed water holds its shape and its temperature, which is why Scorpio placements are so difficult to move and so good in a crisis. The shadow is control: knowing what is really going on is a kind of power, and power is hard to hand back.
