Libra opens opposite Aries, at the equinox where day and night are equal, and it thinks in exactly that shape: nothing is judged alone. A planet in Libra works through relationship, comparison and the question of what would be fair.
Venus rules it as harmony rather than appetite — arrangement, proportion, the pleasure of things in right relation. Cardinal, so it acts; air, so it acts by weighing. The failure is famous and real: a placement that can always see the other side can stall indefinitely, and will sometimes choose peace over the truer answer.
